We have been heavily involved in the reaction to Broomleigh Housing Association’s (BHA) plans to redevelop the sheltered flats in Bourne Vale. BHA is seeking ultimately to demolish the flats and build a mixed residential development.
However, the initial stages of their consultation have caused much worry among existing residents and their relatives. At the time of writing, we have held meetings with residents, BHA and the Council’s housing officers to examine Broomleigh’s justification for their plans and to clarify their timescale. We share the common view view among residents that Broomleigh have not made the case for the closure of the flats.
Today saw Bob Neill M.P. visit the flats and see for himself the good sized accomodation and hear from residents directly. Bob has promised to take the issue up, alongside ourselves, with Broomleigh and their parent organisation, Affinity Sutton.
Having been established at Hayes Lane for many decades, Bromley F.C. was recently seeking to expand its facilities with four five-a-side, two seven-a-side and a full size artificial pitch. However, concerns were raised over increased intensity of use, the level of floodlighting, noise, length of opening hours, loss of trees, impact on nearby residents and on the Green Belt.
Following representations and suggestions by your local councillors and nearby residents, a series of amendments and ultimately a new application reduced the plans to just four pitches in total, fewer floodlights, no loss of trees and slightly shorter operating hours. This compromise eventually won the Council’s approval.
A long running problem has been the leaking drainage system in Layhams Road, resulting in a collapsed drain at the roundabout at the junction with Addington Road.
The problem has taken longer to resolve due, in part, to unsuccessful attempts to persuade Thames Water to take responsibility for any repairs, rather than the private owners of the sewer/drain, plus convoluted legal problems. Formal notices were served on the owners but, in default, the Council has stepped in to actually carry out the works on their behalf.
The issue of traffic and parking around Wickham Common Primary School is being examined by both Council engineers and the local police team together with your local councillors. A solution involving new yellow lines is being considered together with continuing enforcement efforts by the police.
Council highway engineers recently accompanied us, at our request, on a tour of the ward, to assess various concerns raised by residents. Not all concerns could be taken on board, but the following are the main ones to be investigated further:
• Recent surveys of Hayes Lane revealed it to be the worst road in London for speeding – even though it doesn’t have the worst accident record. Engineers are drawing up plans for tackling the issue – particularly near the Club Gardens junction – prior to submitting a bid for funding.
• We are also working closely with the traffic engineers to find a solution to the dangerous junction of Bourne Way/Addington Road and Tiepigs Lane/Coney Hill Road. A number of engineering measures are being considered, subject to the necessary finances being in place.
• The bottom of Station Approach is also being re-examined.
Hayes School recently unveiled its plans, in the form of a “Master Plan”, for developing the school site over the next ten years. The plans included all daytime vehicle access being diverted to Baston Road, but also the demolition of the old north block and replacing the sports hall, all with a view to providing improved facilities for the school’s existing pupil numbers., the majority of whom come from the immediate area..
The Master Plan accompanied the first specific planning application for a new block in the south-west corner of the site, on virgin Urban Open Space. Your councillors were keen to stress not only their support for the school, but also highlighting residents concerns in pushing for an amendment to the plans to minimise the impact on the Baston Road traffic situation, the openness of the site and the impact on residents of houses in West Common Road.
At the Development Control committee on 8th September, both the detailed application and Master Plan were deferred to enable the various concerns to be addressed further. The application is likely to be brought back to the committee later in the autumn.
Following an earlier rejection of a takeaway at 47 Croydon Road (the former butchers), an unrelated planning application was submitted for no. 41. While ostensibly for a coffee lounge/café, the opening hours (to 11pm), bar-style layout and alcohol licence application have raised serious concerns among residents.
We have made representations to the Council and currently both the planning application and licence hearing have been deferred.
UPDATE (12/10): The planning application, now amended to be solely for a restaurant-type usage, is coming before the Plans sub-committee this Thursday (15th).
